Procurement of experts for the execution of the IT outsourcing programme in Morocco of CBI

The primary challenge that this project aims to address lies in the lack of inclusivity and limited quality employment options for youth in the Moroccan ITO sector. Despite its untapped potential for growth and job creation - the sector faces multiple interlinked hurdles. Moroccan ITO SMEs are constrained by market dynamics - often being neither affordable enough for basic services nor sufficiently skilled for more specialized markets. This limits their growth potential and - consequently - their capacity for creating quality jobs. Meanwhile - the government's focus on attracting Foreign Direct Investment and supporting startups has led to an imbalanced ecosystem with insufficient support for SMEs.
